Our client's antique bobbin-turned coat rack has two arms at each side swing open and four smaller hooks at the base that also swivel.  Exceptionally designed and crafts.  Apparently unsigned.  In very good condition, with scratches, rubbing wear and nicks, consistent with age and good care.
