This is a clean, diagonal wire cutting pliers. They are marked "WILLIAMS U.S.A. PL-47" around the pivot joint. The are 7.5" long overall. The cutting edges on the jaws have some minor wear, a few tiny dings, the seem to cut just fine when tested on copper wire. They do have some minor pitting on them, no rust, no pitting around the cutting area. Good pivot joint. A good user pliers, by a well known quality tool maker!
