Vintage Dutch Windmill Oil Painting signed

Vintage oil painting of an old Dutch Windmill and the other outer building that go along with a mill. It is signed at the bottom C.H.J.
I assume that it is somewhere in the Netherlands based on the style. Plus I got this at a sale that had several painting of Dutch origin. Please see the other paintings I have listed.
The measurement of the painting alone is 10 1/4" x 15 1/2". The ornate wood frame with fabric inset is 18 1/2" x 13"
It is a pretty painting but it does have some problems. There is a nail hole up the top. The whole surface is a bit dirty and could use a professional cleaning. I have arrows pointing the the areas of concern. The nails holes will be hidden with a more appropriate frame.
I have not been able to find any information on this artist.
