Antique Hound Dog Bottle Stopper , Cork with Chain .  It is made with either some dense ceramic or composition or carved  stone.. It is cold to the touch, there for it is not wood,  It is heavy and dense.  Under the chipped away paint and the ring around the bottom it is a light brown or dark beige..   In any event it is a great old piece.   The cork is pretty much worn away.   The painted on this little doggy is worn off here and there.    The dog is a fixed firmly to a silver mount that also hold the chain and  the cork fits into.   It is 2 7/8" long.
