What Is This?! Aluminum Handled Stand w/Clips

Does anybody remember what these were used for? A red taped handle branches into four legs equipped with clips that appear to be designed to hold cross pieces of some kind. We thought it could be painted and used as a cute holiday card display or other display item. Be creative!
