Vintage Asian  or Chinese Solid Brass  Fan Ornate Phoenix Bird on It 5.5" tall and 7" wide.  It has a great old dark patina with some areas with a light green tarnish.   More green tarnish on the back. 

It is substantial and heavy for the size.     I have seen this item on auction sites listed as a wall decor but there is no hanger.  Unless you used the open areas to hang it from.    I wonder if this is meant to be used as a paper weight or just an ornamental piece to set on a table.
