This stone piece appears to be a drill or auger type tool Measures 7.5 in. long and is about 3 in. diameter at the top and tapers to about one half to three quarters of an inch at the end. This was purchased at an estate sale in the Central Minnesota area near Mille Lacs Lake. That leads me to believe these items were used by the Ojibway /Chippewa Nation.
