Lidded Urn Shape Footed Container,  Bowl  with open work of Leaves and Flowers , Made in Japan.     It is 7" tall.     I may have once had a glass liner but now there is none.   But it still can be used for a votive candle or to hold potpourri.   The silver is pretty much oxidized all over but will polish up easily if that is what you would like to do.
