While the photograph is unsigned, the photographer is believed to be Willard E. Worden. Worden (1868-1946) was one of California's most important art photographers in the early twentieth century. After establishing a studio at San Francisco’s Cliff House in 1902, he created thousands of dreamy, jewel-like images of his adopted city. His views of Chinatown and the 1906 earthquake and fire won special acclaim. Named official photographer of the Panama Pacific International Exposition in 1915, Worden received first prize in the prestigious photography competition for his gorgeous views of the event. Critic Joan Murray, reviewing a 1977 retrospective, notes: "Worden's work deserves critical acclaim for matching, if not surpassing, the work of many of the West's celebrated landscape artists."
