Description: Harry Truman Signed 15¼" x 19½" Photograph on 20" x 24" mounting board; printed caption "The White House . . . 10 August 1949 / The President signs the 'National Security Act Amendments of 1949' with invited guests attending the ceremony in his office." [Washington]: August 10, 1949. Truman's bold signature appears below the printed caption on the mounting board. Among the invited guests are Generals Hoyt S. Vandenberg and Omar Bradley. Air Force Secretary Stewart Symington casts a victorious smile in Vandenberg's direction. The amendment to the 1947 National Security Act was of importance to the U.S. Air Force as it gave the Secretary of Defense real authority. The rivalry between the Air Force and Navy totally immobilized Secretary James Forrestal who lacked both authority and staff under the provisions of the original 1947 act. Paramount in Air Force strategic planning at the time was the threat posed by the Soviet Union. Vandenberg and staff believed this threat could only be effectively countered by strategic strike capability. Development of this capability required Air Force build-up. Navy, meanwhile, believed that the carrier would more effectively counter the Soviet threat. Much of Secretary Forrestal's staff was comprised of former Navy men and a complete log-jam developed at Defense. The amendment Truman signs in this photograph gave birth to the modern Department of Defense. The Air Force essentially viewed this legislation as providing a level playing field, thus Vandenberg's smile and Admiral Louis Denfeld's dour glance as Truman signs the bill. Excellent condition. Original frame shows its age; photograph fine in this historic image. An identical signed display was recently offered by a national auction gallery with a suggested value of $2,000-$3,000.
