Probably German, this vintage carved wood figurine tops a cork. His head nods when the cord is at his base is pulled - the arm also rises and falls - I suspect he once had a hat, and the arm doffed the cap as his head nodded, but the cord to his arm has broken, and there is no hat. (There are a few little spikes to the end of his hand which I think may have attached to the hat). The cord could be reattached by someone dextrous. The cork at the bottom has some cork missing, but still usable. It's a quaint little cork/stopper, and his faced is well carved. Whole thing measures 89 mm high (3.1/2 inches).
