Rare Blenko Ruffled Edge Crackle Glass, Blue Charcoal  1960's.   It is 8.25" tall and 8" wide at the top.  The bottom has pontil marks .   The top is more of a crimped glass edging shaped like a ruffled fan.    The  according to the books on Blenko glass color is called charcoal but it is a shade of blue..charcoal .   It is very beautiful  and the condition is excellent.
