Bizarre, 18th century, Eastern European (Tatars or Russian) flail, the Russian name for this type of the weapon is Kistien (Кистень).
DETAILS: consisted of multiple iron chains with each of the iron links welded with copper for the strength creating a bunch of chains hanging from the single and movable loop and connected to the haft, the tapering round handle stopped by cap pommel and ended with suspension ring is made of low grade eastern silver. This flexibility increased the impact force of the strike and made parrying the attack much more difficult.
