This plate is absolutely beautiful! It is a quite large, 10.75 inches in diameter, perhaps a charger or just a cabinet plate, and bears the beehive or shield mark of Royal Vienna factory, Austria and was manufactured around 1880-1900 in what is called the Vienna period. Although the portrait is not identified I think it is a portrait of the Empress Josephine and the letter N is incorporated into the border. It has exquisite detail in heavily applied enamel paints and gold, and is handpainted over transfer. It is just beautiful. There are no chips, cracks or restorations. A fabulous piece.
