This is a nice carving chisel that was part of a large collection of mostly English chisels like S.J. ADDIS. This one is flat across the bottom of the cutting edge, and also bent front. It is not marked by the maker, or at least not in view, maybe further up the tang that is in the handle. We don't know anything about the maker, but note the quality of the steel is very good, and the condition of the chisel is also very good, ready to use. It measures 3/16" wide at the cutting edge fanning back to the tang, and 8" long overall. A nicely designed, quality made, carving chisel!
